EC severs ties with Computer Council

The Election Commission (EC) has severed ties with the Bangladesh Computer Council (BCC) for providing National Identity Card (NID) services due to a breach of contract. Along with severing ties, the organization has requested the company to pay the dues within the next 15 days.

ASM Humayun Kabir, Director General (DG) of NID under the Election Commission (EC), informed this on Sunday (December 22).


The NID DG said that the total number of government/private organizations receiving NID’s data verification services from the Election Commission (EC) is 183. Among them, the Bangladesh Computer Council (BCC) is one. On 4 October 2022, BCC entered into a bilateral agreement with the EC on data verification through registration. The terms of the agreement state that the second party (BCC) cannot transfer, exchange, sell or otherwise provide the EC’s data to any other person, entity, party or organization. However, BCC has violated it.


The NID DG said that when the BCC was asked for an explanation on September 3 this year, the organization refrained from responding. Later, on October 6, it was asked to respond within three working days. The response given was deemed unsatisfactory by the Election Commission. In addition, the agreement was deemed “voidable” by the EC as the applicable fees/charges as per the agreement were not paid by the BCC within the stipulated time.


He said that the contract was cancelled and the API connection provided to BCC was disconnected.
